個々の人の力には限界があります。地域・職場の防災力を高めるため、日頃から近隣はもとより、地域や職場の人たちと協力して、防災・減災のための啓発活動に努めます。災害の発生規模が大きければ大きいほど、公的な救援活動はすぐに期待できないことも多く、その地域の人々が手を取り合って、自分たちの手で救助・応急活動を実施しなければなりません。防災士は、それぞれの現場の状況に対応してリーダーシップを発揮し、その活動の中核となることが期待されます。まわりの安全が確保され、余裕があれば、進んで地域・職域で救援・支援活動に取り組みます。
